Job Summary

Supports government contract and proposal activities, including prime contracts and subcontract management. Reports to Senior Management. Works closely with the functional staff, Operations Center Managers, Division Managers, Program Managers as well as business development, finance, human resources, and project control organizations.

Telework is 100% supported. Travel is not required. 

Responsibilities and Duties

Performs a full range of contract administration responsibilities from developing proposals/pricing to contract closeout. Must be able to work independently to perform RFP/RFQ analysis, develop proposal strategy and pricing, negotiate and administer contracts, interact with customers, and ensure compliance with all applicable policies and procedures. Additional duties include the following: Works closely with the STF corporate office Program Management Office (PMO) in developing proposal templates and pricing for complex strategic bids as well as short turn around routine task order proposals. Perform price to win analysis for all assigned prime proposals. Prior to RFP release, gather information and develop potential pricing strategies. Post-RFP, analyze the solicitation’s pricing requirements and evaluation criteria, gather intelligence, and develop a competitive pricing analysis culminating in a target rate, price-to-win or other analysis as appropriate. Present the analysis to senior management in the early stages of the bid. Tracks all purchased materials in accordance with STF’s Government Property Procedures and ensure that proper documentation, to include DD1149s are developed and released with outgoing product for contracts assigned. Initiates closeout documentation for contracts assigned. Reviews and analyzes contract requirements to determine contractual obligations and provide continual review and administration to ensure that all terms and conditions are met and that any problems are identified and resolved in a timely manner. Sets up and maintain contracts in Costpoint and maintain electronic files. Writes complex inquiries regarding contract terms and conditions, obligations and revisions. Leads interactions with customers and technical managers to include participation in pre-contract discussions, contract negotiations and contract changes. Coordinates company compliance with US export regulations and ITAR regulations. Must have Cradle to grave federal government contracting with experience in FFP, FP/LOE, T&M and Cost Plus contract environments. Must have experience in developing proposal strategy and pricing required. Knowledge of contracting concepts, applicable public contract acquisition law and regulations. Must have a thorough and in-depth knowledge of Federal Acquisition Regulation (FAR), the Department of Defense supplement to the FAR (DFARS), various other Federal agency regulations implementing the FAR, along with working knowledge and experience referencing and interpreting other Federal regulations related to Federal contracts. Must have experience preparing pricing strategy and developing proposals to include rates, pricing, basis of estimates, standard forms and narratives. Must have a working knowledge of ITAR and international shipping regulations. Must have good organizational, mathematical, analytical, strategic, reasoning, and time management skills. Must have good written and verbal communications skills and the ability to operate independently and communicate effectively, both internally with technical staff, peers, and management, as well as externally with customers. Must be an expert user of Microsoft Excel. Must be able to interact with and conduct presentations to all levels of management.
