Job Summary

Monitors and tracks all phases of installation status on afloat units. Analyzes cost, schedule, and performance data. Develops and monitors program schedules and Gantt charts. Performs critical path analyses.

Telework is supported between 0-10%. Travel is not required.

Responsibilities and Duties

Tracks and monitors burn rate and execution status of HI platforms (Submarine & Surface Units). Resource management ensures funds are allocated to support scheduled ShipAlt work packages. Reviews K (Contractor) Change Order Request Notification (CORN) for accuracy, applicability, justification, and validity. Generates all required Outgoing Funding Documents (OFD) for required support services (NSA HRMC to LMA KTR, PHNSY & IMF FMR Project, NSWCPD) for current and upcoming HI platform availabilities. Cost Estimates (CE) all HI Platforms (Submarine & Surface) in MODTracker and provide justification/feedback to Program Manager Warfare (PMW) installation and oversite costs. Creates and sets Ready to Start Estimate (RTSE) for all HI Platforms (Submarine & Surface) in MODTracker. Evaluate and recover costs for FIO NIWC PAC HI Oversite services that were not funded or in scope. Generates and submits G (Government) Change Order Request Notification (CORN) to clear and resolve HI Platform Service Provider negative balance. Conducts risk management and analysis, as well as cost management and analysis. Generates spreadsheets, reports, and tracks G CORNs and OFDs, analyzes cost estimates, and reviews, tracks, and monitors service provider funds and JID balances. Installation Completion Date (ICD) review JIDs in MODTracker for closeout, financials, outstanding CORNs, and labor rejects settled. Manages, reviews, and issues NWAs for Government personnel bi-weekly timekeeping charges. Initiates contact with Program Manager Warfare (PMW) & FIO (FRD Installation Office) regarding JIDs, CORNs, and OFDs impacted by lack of and/or improper timing of fund allocation. Provides stakeholder organizations funding status and timeline for customer acceptance. Continuously provides and communicates management and program lessons learned and improvement recommendations to NIWC PAC HI.

Qualifications and Skills

Required knowledge and years of experience

Must have at least six (6) years of experience. Must have knowledge with SPIDER MODTracker and SMART. Must be able to generate Platform Excel spreadsheets. Must be experienced in Program Management. Must be experienced in Project Management. Must be experienced in Program, Management, and Financial Analysis. Must be experienced in Workload & Resources Report (WARR) Forecasting and Analysis. Must be experienced in Finance, Budgeting, and Cost Estimating. Nust be experienced in Navy shipboard maintenance. Must have knowledge with Project Planning, Execution, Certification and Closeout.
