Job Summary
Oversees all aspects of shipboard planning, removal, installation, and testing onboard US Navy ships during new construction or overhaul. Possesses knowledge and an understanding of the unique requirements of all aspects of work related to RCS (Radio Communications System), SSES (Ships Signal Exploitation System), DS (Distributed Systems), CANES (Consolidated Afloat Network Enterprise System), and ZI (Zone Integration). Coordinates with government and contractor personnel during all phases of shipboard installations and SOVTS in public and private shipyards. Effectively communicates with knowledge and experience with program and project management activities, workflows, and scheduling. MS office and daily work tools (MS Projects, Excel, and PowerPoint).
Travel is not required. Telework is not supported.
Responsibilities and Duties
Provides onsite representative / zone integrator services and shall serve as the primary coordinator between onsite waterfront Government, private sector shipyards, prime contractors, sub-contractors and SUPSHIP personnel. This support and coordination shall include review and analysis to the Government of the Alteration Installation Team (AIT) performing C4I shipboard systems installation and testing. The OSR shall perform any onsite technical support to include system/network/security tests or certifications during all phases of ship production, availability and trials. Supports the Government Furnished Equipment (GFE) managers and In Service Engineering Agents (ISEA) to ensure on time delivery of GFE/Government Furnished Information (GFI) systems and proper receipt, stowage, installation, care, and protection of systems. The OSR shall communicate with all levels of technical support and management personnel (Government and Industry) to resolve conflicts that may arise. The OSR shall review and provide input to schedules provided by the AIT as they pertain to C4I systems, ensuring accuracy and cost effective resource management for all C4I associated tasks on board assigned ships. The OSR shall coordinate review of Government/Shipyard production test procedures or proposed design changes in the form of Change Requests (CR) and Liaison Action Requests (LAR). The OSR shall manage and witness all system Stage testing of C4I systems, as well as all System Operational Verification Tests (SOVT) based on the AIT provided test schedule, and maintain SOVT library for each hull.
The OSR shall support the SUPSHIP during Sea Trials. Duties shall include: coordinate demonstrations of C4I Systems during trials; scheduling and coordination of AITs and ISEAs to demonstrate the respective systems; review of contractor prepared In-briefs and Out-briefs for each system; develop documentation and support the correction of C4I trial cards. The OSR shall monitor the AIT delivery of the Government Furnished Information (GFI) for installation of C4I GFE systems. The OSR shall support multiple shipboard certifications as required to include Cyber Certifications. The OSR shall support SUPSHIP in the witnessing of contractor stage testing. The OSR shall support SUPSHIP with C4I Space Security Certification Requirements. The OSR shall support SupShip and Ship’s Force during Crew Move Aboard evolutions, i.e. pier side connectivity, remaining SOVT/Stage testing; trial card closure, etc. The OSR shall represent C4I in all required Working Group and test meetings. The OSR shall coordinate and schedule Optical Alignment and Blockage Surveys (OABS) for selected C4I systems based on contractor provided test and production schedule. The OSR shall coordinate Very Important Persons (VIP) visits/briefs related to C4I systems. The OSR shall coordinate Joint Personnel Adjudication.
Qualifications and Skills
Required knowledge and years of experience
Must have at least ten (10) years of C4I Communications direct fleet support in all phases of installations, troubleshooting electronic circuits. Must have knowledge with NIWC LANT new construction shipboard installation processes. Must have advanced knowledge of MS office (applying, using, updating, developing) tools to the various/dynamic activities that encompass the daily NEWCON environment.
Education Requirements
Bachelor's Degree is preferred and must have technical training in C4ISR Systems.
